The major difference between both the accounts is, on pro account you will get some additional features like some additional tools or you can add your own affiliate offers in their interstitial ads by customizing them. Their site is very decent looking and provides all the necessary information. They offer a variety of tools to monetize your links. Sign Up And Approval:

As URL shorteners doesn’t need any website to register, so, you can simply fill up a small users registration form which asks only your email address and a password and submit it.
